Kindergarten and Maturity

My child's Kindergarten teacher commented that she thought only 3 kids in my son's class were mature enough to progress to 1st grade.  Since all the kids are the right age to be in K, I was pretty shocked that she think nearly all of them should be held back.  She said that times were changing and more was expected of Kindergarteners.  I can't believe a system that thinks 85% of the kids are failing is working.  We weren't one of the families that got talked to about holding our child back, but apparently about half of the families did.  Is this normal?  Is it because schools want to raise their API scores and a good way to do it is to have all the students be a year older than expected for their grade level?  Should we move our child to a different school?  Yikes!

    Wow, that sounds awfully broken. I'd heard about more kids staying back, the reason that I'd been given was No Child Left Behind has made Kindergarten more academic than before and some kids just aren't developmentally ready for that at age 5. How do other countries get by with no formal schooling before age 6?  Is kindergarten even "necessary"?  What's the purpose for making it acadamic?
