So far the nicest ones I've found are from pottery barn kids. They are pricey but become part of the dress up collection and they last.

I like Diddams (http://diddams.com/). Huge selection of cheap -but not best quality- costumes. I try to encourage my kids to "personalize" their costumes.
Just after Halloween is a great time to get costumes for the dress up collection.

Our local Whole Foods had a costume trade program. During a period of 1 week you could come drop off a costume and receive a ticket voucher. Then on the trade day, you can come pick out any costume with your voucher. Maybe there is something like that near you.
