Toddler biting her nails

My daughter has started biting her nails. It looks like she just wants to make them shorter (i.e. remove the free edge and stop there) but I'm worried that this will turn into a long lasting habit of *really* biting her nails. Should I take this as a sign that she might be nervous about something? Have you had this experience with your child? Did she stop on her own?

I've noticed something very similar with our 2.75yr old son, ever since he was 2 years old or younger.  His right (dominent) hand 1st fingernail never needs to be trimmed because (I presume) he's biting it, but it could just be use.
